The 2025 Comprehensive Community Plan (CCP) for Porter County provides a roadmap for prevention, recovery and harm-reduction efforts across Valparaiso, Portage, Chesterton and surrounding areas.

Why This Plan Matters

Building a Healthier Porter County

Every year, the LCC (Local Coordinating Council) and Hub Coalition lead a data-driven process to identify substance use trends, community risk/protective factors, and service gaps in Porter County. The 2025 CCP outlines our priority substances — including opioids/fentanyl, alcohol (especially under-age drinking), marijuana, and tobacco/vaping — and sets the foundation for strategic action.

Within the plan you’ll find:

  • A detailed community assessment — what’s happening now in Porter County and where we need to act.

  • SMART objectives for prevention, intervention, treatment and harm reduction.

  • A monitoring and evaluation framework to measure progress and hold stakeholders accountable.
